Rubber Mounted Handlebars...

1994 GS500.  Friend just bought a used bike, and the handlebars (1 piece bar) seem loose, fore and aft.  

Are they rubber mounted on these bikes or something?

Through the triples the bolts at the bottom of the pillow block... has a rubber 2 piece doughnut and a steel sleeve that goes through... to firm it up... tighten the bolt... if its loose, if doughnuts are chewed up... replace them, if dough nuts are good and still shaky... slice 1-2 mm off the sleeve and that pinches the taper on the doughnuts tighter, finally you can replace the dough nuts with plastic conical pieces... I had a few for use in my savage.
