Question about rerouting choke cable

We just  installed my GenMar risers (I've got short arms and a bad upper back/neck so I'm hoping these help) today and found after putting it all back together that the choke cable binds when the handlebars are turned to full right lock.  

I did a search and it looks like others have had the same issue, but it seems like most people rerouted it by disconnecting it at the carb end.

Is it possible to do it by disconnecting it at the choke lever end instead? The bike has a full gas tank and I'd like to avoid having to remove it if it can be done from the handlebar side of the cable.

All the rest of the cables seem to be ok so far, but the choke cable is definitely a problem.

Edited to add: and if you have the Genmar risers, is it normal for there to be a small crescent shaped gap on each side where the new risers don't fully cover the bolt hole?

And there seems to be a bit of a gap between the bar cap and the riser itself with the handlebar in place - is this normal?
They aren't entirely flush (though they aren't moving around at all and seem pretty sturdy). Hubby was wondering if maybe the screws needed torqueing in a certain order, the instructions didn't say anything about that.
