Carbs - slider spring

Hi!

A lot has been said about carburators, jetting etc., but I have yet another unanswered question....

My bike was restricted to 20kW (~27 HP) by the factory. I read somewhere, that that year (2000) the restriction was performed via jets (I already replaced those), slider restriction (a piece of plastic in the carb cover restricting the slider movement by ~10mm - already removed) and different slider spring (a restricted bike has 10mm shorter spring).

Since I couldn't get a different spring, I now wonder, what is the effect of having a shorter spring without the slider restriction!? This spring is still long enough to be compressed some on the lowest slider position, but I guess it is pushing the slider down with a little less force than the longer spring would.

Could that spring be important? Could it cause my bike not delivering all the power? My bike seems strong from 5500-8500 RPM, but has a hard time getting over 9000 RPM (in 4th+ gears).
