I have these clamps on my forks and I've never known what they are or even if they really belong on the bike.

They are usually windshield clamps ... I have some like those on my eli's handle bar and forks ... and my brother used t have a windsheild on it the size of a barn door ...

After I saw "Windchimes" it made me think....Get a few of those big rainbow colored pin-wheels from wal-marts garden dept and put those babies in the holes.....that would be sweet!
