yes, you will need reducer for the base coat, most paint systems are 1 to 1 base/reducer depends on the product...just the basecoat alone will be too thick to push through the spray gun properly...reducer thins down the paint so you can get a nice atomization of the paint from the spray gun. Then you apply a clear coat over the base color.

basically it's just paint thinner for what ever kind of paint you're using. you mix it in in a certain ratio (will be on the side of the can) so that it will flow through the gun you're spraying with.
see paint is made up of two parts solvents/thiners and solids, if you ever opened a can you know what I am talking about, then you have to mix them together.  stuff like house paint it is all in one can and you just stir it up.
now automotive/ industrial paints will normally be in two or more cans, sometimes - like in the military - they are in kits where everything is in one box.  then you will have to mix them in the right ratio for what application you are doing.  that's about as good as I can explain it so if you have any more questions feel free to ask.

you  don't NEED to but, it is highly recomenned that you do, because you are going to chip the paint no matter what, and chipping the clear coat is alot easer to deal with than chipping the paint.  70 degrees and low humidity is about the best you can get, I have gotten rattle cans to stick at just above freezing but I heated them in hot water and had a fishtank thermometer on the side to keep from blowing them up.

reducer is for enamel i think, and thinner is for acrylics?

same job diff paint is all.
