It's gotta be the spark wheel on a Zippo lighter.

(Had to put it in photoshop and lighten it up a little)

Errr...  Maybe not a Zippo - what appears to be the case hinge is on the wrong side, but some kind of lighter spark wheel.

Nah, that's just the flag that lets you see the plow behind a drift before it's on top of you.
