poor response after rejet

hello all
just wondering if anyone had any ideas as to what my problem may be.
i have a 93' with 4500 miles and i just rejetted, 40 pilots and 150 mains,wileyco pipe, k&N pods, plus added a 15t on the front.
the bike ran ok before the operation but would sometimes die after a stop, and the engine pickup from idle was horrible, but i blamed it on the K&N with no aftermarket exhasut; that's how i bought it.
anyways, took the carbs apart and one of the orings on top was missing and the other was hard and brittle.  cleaned the carbs, replaced the orings with new ones from carquest, changed jets, added two washers on each needle and installed all new fuel lines. put everything back together, turned the key, hit the button and it fired right up. only problem was it didnt want to seem to run with the fuel on the on position, the idle fluctuated, and didnt' get a good response from the low rpm range.  so i took everything back apart and examined it, only to find no problems. measure the float height; both were equal at 1.1 cm( i know its supposed to be in mm but that's all i had), examined the diaphram and it was ok, checked all the hoses to and from carb and they were ok.  put it all back together and it runs about the same.  past 4500 rpm and it runs great. but under 4500 and it spits and sputters, but runs.
could it be the pilot air screw in combination with the idle adjustment settings?  i know it is recommended that i turn them three turns out, but it runs crappy under 4500rpms.  tried 3.5 turns out, still runs crappy.
im at 2400 ft here, should i acount that into the equation for the air screw?
could it be something else? im totally lost. what do you guys think?
any suggestions would be greatly appreciated.

1.1 cm is 11 mm, and its supposed to be 14. somehting if I remember ... BTW U tube method should be at the gasket level, you may be lower ...
Not running in On/res = vacuum line is off ... left carb in the inside part there should be a vacuum line fitting ... hook that to petcock ... if that's connected to petcock then well look for cracks in the line.

vacuum hose is good and attatched to where it is supposed to be.
if my floats measure 11mm and are supposed to be 14 mm, what does that mean?, other than my floats are low.  how does that affect the low end rpm range?
could someone explain that to me?

If they are a shade low your throttle opening pull is going to be bad. More than that (and you are more than a shade) will make it lean everywhere. So it can be lousy to 4K AND less lousy after that ... Feels like its sucking air and lack of power, misfiring etc.

alright, so say it is my floats, what procedure should i go through to fix the problem?
should i try to bend the piece of metal that the float needle hangs on?
im not really sure how to go about fixing it.  also, how would they both get that low?
any suggestions would be grealy appreciated

also, it they are making it lean everywhere, couldn't i just adjust the pilot air screw to restrict the amount of air coming in, or is that a totally different aspect of the carbs?
