tail light modulator and a headlight modulator????

Saw this on an ebay auction...3rd paragraph down...says:

"For safety I added a tail light modulator and a headlight modulator. The headlight modulator can pulse the headhead in two different modes - a quick strobe or slow on and off. It can also be turn off completely. When applying the brakes the tail light modulator pulses the tail light. These were added to help make the bike more visable to other drivers. "


Anyone ever hear of this or have them installed?  Im sure the local police might not like it in the headlight, but could seem like a good idea in the taillight since it is smaller and I think sometimes people done really realize Im braking on my bike...but if it blinked could catch their eye quicker...hmmm.

Any help or ideas or where to get one (if they seem like a good idea?) would be helpful.  And if anyone knows the laws regarding them, that would be nice too.  Thanks!

modulators are legal in most states, check you laws, but......  I have heard cases where cage drivers who know not of modulators mistake you for flashing your high beams.....

so... do you really want a modulator?

I heard this from my MSF instructor, a summit county motor cop, he saw 2 accidents, same thing.
