under 18 would be a mandatory thing, once 18 you legally make your own choices.  I would still fight it, you were wearing your lap belt. the Law doesnt stipulate shoulder strap as well,  as some belt systems DO NOT HAVE THEM.  Specially for 100$ ticket.

either that or keep a stack of newpapers in your backseat and say your late for your route.
