What exactly do the #4 washers do for the carbs

Don't do anything for the carbs, but do raise the needles slightly.  This makes the midrange richer so it pulls harder.  gets rid of that annoying flat spot between 4-5000 rpm.

On a related note ... the blooming Ho depo, and Low's around here are all out  of #4's ... and heck they dont even have #2's ... Smallest is #6 ... evidently that's all they now carry ...  :x  ... found plastic #4's whihc are the same as the Brass/aluminium ones ... but anyone else having that trouble, or is it that I am the worlds largest user of #4's that I wiped out the entire area off them ...

I went to tru value for "4 washers, they only hadthemin brass,  but they have about 1000 of them for 6 cents each

What kind of washer do i ask for and where does it goo??? Do i have to take the carbs off the bike to put the washer in place?? Thanks Guys

You can do it with the carbs on the bike. You'll have to remove the tank though.
