Ignition bolt missing?

I took my bike into the shop to have a clutch cable put on and I think they left a bolt out of part of the ignition. When the ignition is in lock I can move the bars a lot more than before, and here's a picture of what it looks like when turned:

Do you think that's the problem? I tried to put a bolt in there but it's very hard to get to. Any suggestions?

There is no reason that they would need to remove the ignition switch to install the clutch cable. Plus the ignition switch is secured with special tamper resistant bolts.
Common sense in not very common.

My guess is one tamper resistant bolts got sheared off somehow in the history of this bike. It is unlikely that it backed itself out and fell out. You will have to see if there is a broken off section in the upper part. Haynes and Clymer both discuss removal/change of the ignition switch.

Align the parts up properly and try using a mirror to look up into the hole. You will need a bright flash light to bounce light into the hole. This is a great excuse to get one of those multi-white LED flashlights.

If it is broken off in there, you will have to remove the other bolt to remove the broken one. Here's a pic of the two bolts as mounted:

The metal square between the bolts is the steering lock bolt that prevents the handles from turning when locked.

an easy replacement is to use a few m4 hex head bolts and use a drill to hog out the head of the hex if your really worried about someone tampering with it.
