Jay Leno owns a turbine-powered bike (I'm sure that's who you were talking about), and he says it's a Buddha Loves You to ride.  Two-second lag on any throttle input in either direction, so it takes at least two seconds to start rolling from a dead stop and requires you to let off the throttle early when slowing.  Not to mention it's incredibly loud.  Novelty bike for the overly rich.
