ive moved the tang all the way up and the pins seem to be fully in place but not pushing that little spring deal when the floats are level. it has a new carb kit on it so all the rubbers new. what to do? could this be a petcock problem at all because their doesnt seem to be a difference between prime and on.

If that's a carb kit you got off ebay(K&L or something to that effect) you might as well throw the float and needle assembly away. I wish I had some photos to show what I mean but let me see if I can describe this.

The bent wire on the needle actually can prevent the needle from going to the top of the seat if everything is not absolutely perfect. At least that's how it appeared on the set that I obtained. The needle wire would actually rest on the outside edge of the seat assembly whereas the stock needle had about 2 mm clearance.

The needle and seat in mine still looked almost new after 10,000 miles so I just reused them. You can check your old ones to see if they have a wear ring towards the point of the needle. If so then you may want to consider replacing them.

It can be petcock ... but you also may have a leaky float seat spigot O ring ...
