They are weights.. mainly to stop or help stop the vibration in your bars.. you can ride w/o them, but your hands will go numb  :thumb:

The weights are also designed to help countersteer.  I have ridden bikes with them and without them and haven't noticed any vibration problems in their absence.  They do help in the case of a tip over though, and thats probably their most useful application.  Try trimming the rubber with a sharp pair of pliers or wire cutters if you can't fit the screw in.

Alternatively, bike shops and deals sell universal Lockhart Phillips (and the like) replacements.  These are lighter and not as durable but you can usually pick your choice of color ....
