When mine starves for fuel I....

I apologize for long post but wanted to be as complete as possible. I'm looking for suggestions here folks. 96 GS500 with now 4000 miles. I have

        *rejetted to the Seshadri formula w/ 2 washers under the needles.   Bike actually ran great for a while.
       * Replaced O rings under the emulsion tubes, wired out the
          clogged openings in the emulsion tubes.  
       * Petcock diaphragm went bad. I made a new diaphragm for that but with the starvation problems, I removed it and am running 1 short line straight  from the tank to the carbs. Removed my inline filter.
        *Tank petcock has been drilled out a little for more flow.  
        * Carbs have been completely cleaned " all ports and passages"
           3 times now. Last time last weekend.
        * Cleaned air filter, dried and oiled.
        * Vacuum line at carb capped off
        *Replaced plugs 3 times. Tried hotter, colder... same problem
        * Removed 1 of the washers from under each needle.
        * Adjusted air mix screws a bunch of times.
        * Synched the carbs.
        * Adjusted float levels, are perfectly set even with the gasket.
        * Checked diaphragms with bright light for holes, several times
        * Siliconed the top caps to assure no vacuum leak at top of
           the diaphragms.  

My bike...
       *Starts immedialtly with no choke.
       *Will run all day with no hesitation till I hit 5th gear.
       *I can run 5th and 6th gear approx 2 minutes at 55mph then it
         starts bucking.
       *Pull the choke back till it smooths out, sometimes all the
         way, run this way for a few minutes and gradually push to the      off  position and it maintains ok till I hit a headwind or hill then its repeat procedure.
       *If I head east from my house with the wind I have very little
         problem. If I head west into the wind this thing drives me nuts.
       *I've noticed when it starts bucking I can roll the throttle to
         about 50% and it'll pick back up, but not always...
       * Problem occurs when I am at only about 10% throttle opening
       * Bike will sometimes just act "stupid" and not hesitate at all, very
          rarely anymore though.
       * I have an F15 tour shield on the bike set in the most upright
          postion.
 
I love the GS and would really like to iron out this problem and keep it. I've gotten some good riding out of it and want to keep it in the stable but I can't rely on it at this point and am getting tired of messing with it. I'll try any suggestions here and thank any who read and or respond.

Short term you could just leave the choke on a bit and adjust the idle accordingly. I haven't heard that this is bad for the bike and the previous owner of my bike always had the choke on alittle. But don't take my word for it lol, I'm just a nub.
