Head shake

Anything over 80mph bike starts shaking side to side, not anything extreme it's controllable but something I noted about this bike. It seems the handlebars are very sensative compared to other bikes I've been on. Anyone else have this problem? Do I need to tighten the steer stem.
This is my wifes first bike and I want it to be safe.

1 tire pressure
2 bias ply front, radial rear?
3 head bearing wear
4 fork oil level different between legs?

Tires new and presssure I'll double check, Forks were just rebuilt by me and both are exactly the same, That leaves the bearing. How do I check?

put bike on center stand, have some weight on back to get the front tire up in the air and move forks back and forth, any play then you need to replace bearings.  then the top triple remove, and check torque on locking nutbelow tripple.

also check your fork brace and make sure it has all the screws in it because if not then it will let the legs move semi independently, which is not a good thing.
