Fork oil level querie for installing progressive springs

Hi all.

The spring packaging says oil level is 5.5 inches from the top of the tubes.
I have read that this is while the forks are fully compressed.

questions are:
A) is this the level with the spring in or out?
B) shoud I pump the fork to get the oil into the lower before measuring the level?
