I wave at scooters. I guess I'm kinder and more open-minded!   

I also stop to offer assistance to anyone at the side of the road. I don't care if they're Harleys, sportbikes, scooters, bicycles, or cars. It just feels like the right thing to do, even if it's just to offer my cell phone or keep a biker company until the tow truck arrives (of course, after carefully evaluating the situation for safety).

And I certainly rejoice when mean, evil, rotten people who flip us off and dawg us get a ticket!

I stop to help no matter what is on the side of the road.  I will wave to anyone on two wheels and a motor wearing a helmat, and will return a wave if given one from someone on a bike even.  Just call me friendly

I am definitely a univeral waver to any two wheeled vehicle with a clutch.  Scooters...  sorry...  I had one pass me in my lane once when I was on my GS.  I looked at him...  chuckled a bit, then went on my merry way.  Harley riders our here will sometimes wave, sometimes not.  It's all about courtesy. 
I have definitely stopped for riders in the past just to make sure all was well.  One scared me...  His first day ever riding, poor gear on a highway on a CBR....  Not a good combination....
