idle problems, poor throttle response

I can't get the idle below 1700. there doesn't seem to be any response to the idle screw.

On top of that, when I hit the throttle the rpm's don't drop back down for a few seconds after I let off the throttle. can this be solved with cable lube? or is it indicative of a different problem?

sorry I've no time to search, I have searched these topics in the past and not found topics specific to these problems. any help, suggestions, ideas, similar experiences are greatly appreciated. thanks

It could be a tight, dragging cable (check if the Idle screw touches the cam it's suposed to operate at all.)

The slow-dropping RPMs can also be false air, though.

my rpm does that too when I rev it a little during start up but it goes away after warm up

False air - yea false air ... its like air, but not that good ...
Sorta like liquid rain - and the other kind that its not really rain, but if you add water it becomes rain.
And yea the plastic sugar - any of the blue or pink packets ... equal types.
What he means is - I am assuming my swiss to english translation works at this point - its sucking air at some point where it should be air tight.

OK, what do you correctly call it? In Swinglish: false air: as Srinath said, but most specifically air drawn behind the butterflies. (Through the rubber boots between carb and cylinder.)
