OK Dgyver, I didn't measure it exactly, but it looked an awful lot like if you turn the aluminum stem to the 30mm OD it will turn up to be far too thin, BTW I have a cracked stem on a GSXR and an egged one on a GS (the one that was put in with a clip) to not trust the stock one even. I dont trust any machinist enough to do that and I dont even trust the GS ones that are in with the clips, however the GS stems we toss anyway, so that dont matter.
If I had to, I'd make a stem entirely out of 6061 solid rod over turning anything stock down. Of course cutting grooves to shorten it for clips etc is all OK possibly cannot hurt.
