If I were going to stamp a new VIN I'd likely include my name or initials or something obscene. You know, just to see if they actually wrote it on the title. 

I know the Falkenburg DMV in Tampa doesn't even look at the VIN on the frame. They ask YOU to read it off to them. I was a little concerned when she didn't even ask to read it back to me and confirm.

"These things get stolen all the time" she said with an air of 'who cares'.

Gee, I wonder if there were more emphasis on titles being correct would there be less thievery ?
