CA emmissions and VIN

Does the VIN or engine number reveal whether the bike was equipped with CA emissions or not?  I have to get mine inspected by the CHP to get it registered (fell out the system and is missing the federal label.)  I just want to make sure it passes the first time through.

I searched for VIN decoding, VIN explanations and all sorts of other things and nothing came up.
