Is it the float or the petcock?

Hello everybody I'm new to this forum and to the motorcycle world. My bike is '00 and has only 2,800 miles, but it's starving for fuel at high speeds and stalls going up hill. I adjusted the FLOAT eyeballing with 14MM wrench. The tang is bent about 1/3 way down and the needle only opens about 1/4. I used the U tube method after letting it sit for hours on PRI and the fuel does come up to the gasket of the bowl. So can the petcock go bad with such a low mileage and year or the float sitting too low into the bowl. Any input will be greatly appreciated.

It sounds like the float is right (if the level is at the gasket in a clear tube connected to the drain vent).

Slow down (lessen the engine load and RAISE the vacuum), down shift (does the same thing), or run in PRI all the time.  A 500CC old-technology bike can't go 80mph against the wind uphill in sixth gear.  In fifth or fourth gear, no problem.  Slower, no problem.  On PRI, no problem.
