Handlebar replacement question

Replacing my bent SM2 bars with the stock bars and a new throttle grip tomorrow, and I noticed two small-diameter cables leading from the throttle grip.  I assume these must be electrical rather than mechanical, and indicate which position the throttle is in.  But the Clymer manual is a bit unclear on how these should be reattached.  Can someone clarify how these two cables are connected?  One of the two happens to be loose, and I don't see any tightening mechanism.  I'm not sure that one is making any sort of connection.

Any general tips for making handlebar replacement less difficult?  How worried do I have to be about air getting into the brake lines, or brake fluid spilling, if I keep the master cylinder upright and sitting on the front fender?
