I think I'm having the same issue on my 04F, missing little o'rings under the carburetor caps.  I'm going to try to hunt down some replacements, but its bugging me... How is this little o'ring that seems to be sealing nothing from nothing causing high idle?

It's sealing the vacuum ports on the top of the carbs. Having them missing is the same as running with the caps off, which of course constitutes a ginormous vacuum leak.

It's not really causing a high idle though. What it may cause is a LEAN idle which can cause it to hang. It can cause too much air and if the idle is set really rich then that can cause a high idle. Anyway, you can't diagnose idle issues until you fix vacuum leaks, and this is a big one.
