Is the clutch supposed to be sticky when cold?

I triple checked my clutch adjustment, but it doesnt' seem right.

It feels like it's dragging when cold and makes it harder to push the bike around, so I just put it in neutral instead.

Is it supposed to be sticky, is this normal for a wet clutch if maybe it's sat overnight and has no oil on it?

It feels fine when hot, and I have about a 1/2" of slack in the lever per the manual. Taking the slack out didn't feel like it was giving it any extra amount of disengagement...

yep, cold motor oil makes it harder.

Sometimewhen I start it in gear even with the clutc pulled in my GS will jump a good foot or two before it starts.

Beside your left foot peg,there is a cover with 2 philips head screws.Remove it.There you will find a screw with a nut on it.Loosen the nut,gently screw in the screw until it contacts the clutch,back the screw off 1/4 turn,and lock down the nut.Reinstall cover.Check your clutch lever and be sure it has 4mm of play in the cable.If it needs to be adjusted, use the adjuster above the cover previously mentioned.It's on top of the cover.You can also adjust it at the lever.That one should be self explainatory,especially if you've ever worked on bicycles with hand brakes.
