Help! Idle racing after carb rebuild

Greetings all. I went through both carbs, thoroughly cleaned them and set the floats and bolted everything back together. On first starting the bike the revs instantly raced to 6-7K at whick point I shut the bike down, moving the choke had no effect. I fiddled with the idle adjustment, starting with two turns out and then trying one turn and three--- seemed to make no difference. I did not touch the air screws at all.

Stangely, what caused me to tear into the carbs in the first place was a similar condition, high revs that "hung". I discovered a broken choke cable, replaced that, and no difference so the carb rebuild. There was a little of the usual rust but all else looked OK. What could I be missing? What is a good baseleine for the idle screw?

Carb slides are moving freely up and down? Throttle cable routed properly? (does engine speed change when turning handlebars left and right?) Dunno. Need more information, I guess.

My guess was going to be throttle cable too tight or in a bind.  5th Ave beat me to it...

I did fiddle with the throttle adjustment at the recommendation of a friend, just a slight amount of play now. I have a new choke cable (Motion Pro-- not OEM) and the spring does not quite seat properly, not allowing the choke to close all the way. However, moving the choke lever has no affect on idle, though I can visually confirm that the choke opens fully. As background I had to replace the cable since it had entirely seized after last year's storage.
