slow to return to idle

Had a rough week with the bike - 96 with 15k miles.  It was running really rough and  broke down a couple of miles away from my house.  I eventually got it home, and replaced the spark plugs, although the old ones looked ok.  Checked and cleaned out air filter, it also looked good.  Removed and cleaned carbs.  This is were I found a pilot jet clogged, which explains why it was dying at row rpms. 

So I get everything put back together, with no left over hardware and all hose connected.  It started right up and everything seemed to be running great, however, it is slow to return  to idle after I rev it up.  It will eventually get back to 1300 rpms, but it takes a couple of seconds and likes to stick around 4000 rpms.  The chock seems alright, and everything else checks out ok.  I have played with the idle screw, works goods.

What could it be?

I played around with it today, and when the handle bars are turned to the left, no problems,  if I turn to the right, the rpms either go up a little from idle, or stay up. 

So I guess I need to adjust the throttle cable.
