No. Missing internal plumbing and connections.

04+ are compatible.
89-02 are compatible.
No 03 in US.

The different model years can be made to work with each other... with some swapping of parts and some possible modifications.

so 89-02 will work? do any changes need to be made to a 99 for it too work?

There have been 3 major engine swap compatibility issues:
1. 04+ changed from a mechanical tach to an electrical tach.
2. 04+ changed the signal generator from 2 pick-ups to 1 pick-up.
3. 04+ addition of oil cooler with internal plumbing, external connectors, deeper oil pan.

For an 89-02 engine to be used in an 04+ bike:
1. The signal generator from the 04+ needs to be swapped into the 89-02 engine.
2. The oil cooler from the 04+ cannot be used. Possible cooling problems may arise on a faired bike.
3. The tach drive will be exposed. Not a real problem, except for possible oil leaks. A plug from an 04 can be bought to plug the head if the drive is removed.

For an 04+ engine to be used in an 89-02 bike:
1. The signal generator from the 89-02 needs to be swapped into the 04+ engine.
2. Oil cooler should be used. Blocking off the cooler ports is not good due to an added restricting orifice inside the motor.
3. The mechanical tach of the 89-02 cannot be used. The 04 has the hole in the head for the tach drive, not sure if the exhaust cam still had worm gear for the drive. 05 does not have the hole.

The cam lift may have changed with the 04+. I do not have the specs handy.
