this is a silly idea.  The whole point of an auction is to move goods to those who value them the most.  If you really need forks, then why only put a max bid of 15 dollars?
the sellers on ebay aren't a charity, their goal is to get the most for their parts.  The buyers of ebay aren't either, their goal is to pay as little as possible.  Where the willingness of one to sell and the willingness of one to buy coincide, a transaction occurs, the place to say, "well I need it more is on the bid page."
Look on the bright side, if sellers get more for their parts on ebay, more sellers will come out of the woodwork to sell parts that otherwise they would have just scrapped.

This is a good idea but how many people are gonna go through a 4 page thread to see if it is someone on here?  It would be nice to have a link to a page with all names and user ID's listed so it would be easy to skim the list.  It could be linked to on this thread and if there are any changes or additions they could still be posted.  A moderator could delete them after they are added to the list.  Of course someone would have to be in charge of taking care of it.  Sorry if this has been brought up or shot down for some reason, I did not read all the posts so wasn't sure.
