Bike leaking from the California emissions tube on carb

My bike is leaking from one of the brass tubes that comes down from the front side of each carb.  Clymer refers to this as something like the California Emissions Tube.  The floats appear to be set correctly.  Anyone know what may be causing a leak from this location?

Bike is an '89 by the way.  Thanks in advance!

Oh, I should have mentioned that the CA emissions equipment and hoses have been removed.

The gas also overflows into the airbox.  The floats appear to be on spec, and the float needles are good.

What did you do with the carb connections from the emissions equipment when you removed it? If you just left them open, expect leaks. I would imagine you'd need to cap them off if you didn't want them to leak...
