Hi,
I think my engine is far off from correct ignition timing.
What adjoustment method do I use for 2000 GS500E? Is it static timing or dynamic timing?

on the right side of the bike, there is a round cover held on with 3 bolts  under that cover is your ignition rotor and pickups. as for your question, I have no clue what you are asking

There is no ignition timing adjustment available on the GS500.  Timing is fixed by the position of the ignition rotor and the hall effect sensor(s) which is not adjustable.  The only way to adjust the timing is by modifying the design of the ignition rotor.
Every zero you add to the tolerance adds a zero to the price.

If the product "fails" will the product liability insurance pay for the "failure" until it turns 18?

So if there is a slight delay in my throttle input, ignition timing is not off and not an issue... right?

Typical of vacuum operated carbs.
Common sense in not very common.

Yep, that's the time it takes for the carb slides to open.  If the delay is pronounced, such that the bike falls flat for a few moments, then takes off like a rocket, your slides are likely coming up too quickly.
