how do you adjust the float levels? I did a search and everyone mentions bending a tab. i found only one tab that could be bent  but when i bend it, it doesnt do anything to the float height. This is very frustrating lol

It's the tab that your float valve hangs on, a little bending goes a long way.
Attack but have a back up plan

how exactly do i measure the float level? i tried measuring it like the haynes manual says, but i dont get anywhere close to the recommended measurement. Bending the tab doesnt do anything

Measure your float levels by putting the carbs back on the bike and using a clear piece of tubing attached to the carb drain. The method of measuring while the carbs are open didn't work for me either. If your adjusting the tab and nothing is happening, perhaps your needle isn't actually sealing correctly. It should only take a minor adjustment of that tab to change the float height pretty dramatically. Which direction are you off? Is your level way too high or too low?
