GS500 restriction

I have my bike restriced to less than 33bhp, i have had the airfilter inlet restricted. Ive noticed quite a difference in power loss, and also in a higher gear like 4 or 5 when i get to about 7K revs its seems to just not want to go anymore.... and kinda loses power unlesss i open the throttle very slowly and increase the revs, ive got about 85 out of it... shouldnt i be able to get more? i know mines an old one, 1991 but im wondering if this is damaging my bike?

Current - 1991 Suzuki GS500E choked to 33bhp ( mini spear indicators upfront, engine scoop, 20mm rear suspension increase, iridium sparks, clip on bars and a few other little bits )
