Police motorcycle competition "harley"

Can anyone here confirm that the bike in this video is a Harley, or is it really a Honda ST1300?

edit: it does not sound like a harley. more like a honda. ive seen riders do this on hd before , annd have witnessed such, as well as on beeners hondas etc

When he does those circles at the beginning it doesn't look like an HD.

It's a Honda

Mate is a motorcycle cop and he picked the sound as a honda and NOT a HD.  My same mate has also ridden the HD when they were in service by the police force but they have not used the HD since I think 1988 / 1989 (Australia at least anyway).  From the HD they moved to the FJ1200 for a few years as the HD proved to be too heavy to flick round traffic and they leaked too much oil (from the cops mouth that used each bike)

Image is not clear to tell but it for sure sounds like an ST1300
