Brake rubs rotor at one part of tire rotation. Help me troubleshoot.

As mentioned in the title, there is one part in the front wheel's rotation where the brake rubs the rotor. 

I've replaced the front rotor, and the rotor is not the problem. 

The front axl looks fine. 

The rubbing occurs even when the front end is suspended in the air. 

Could it be the bearings?  Should I just replace the entire front wheel (which is pricey)?  What are the best ways to troubleshoot this?

No, you shouldn't replace the wheel. that would be massive overkill. How much does the rotor rub? Is it a lot, or just barely enough to make noise? The front rotor is floating, so some contact with the pads is actually expected. When you put the new rotor on, did you make sure the surface of the wheel was nice and clean? If you trapped some crud in there, that could account for all of your problems.

If you're sure that there is an actual problem and are having trouble spinning the wheel, check your axle to make sure it is straight, then check your wheel bearings. If there is anything wrong with the wheel itself, it will either be revealed when you go to replace the bearings or the bike will be completely unridable. I'd imagine something like a bent front wheel would make the bike completely uncontrollable and would be super obvious.

The rotor rubs enough to where I can hear it distinctly at low speeds.  Again, it is only at one spot in the rotation.  The previous rotor rubbed just as much.  I can hear a decent amount of front wheel related noise on the freeway when I'm not wearing earplugs.  I have assumed that the all of the noise is rotor related, but I could be wrong.

Some background on this bike:  It is an '89 that has 6,000 miles on it, a strong motor, had a cracked side cover on one side, and a dent on both sides of the tank.
