Couple engine problems, need some friendly input

Problem 1: flat spot
I finallly got my bike out may 9th and rejetted it a couple weeks ago (thanks to budha).  Fired it up and yay, it runs again!  I didn't put the washers under the needles and I'm not sure what the mix screw is so I didn't touch that either.  The PO said he had rejetted it once so I figured it would be at least close.  The reason for the new jetting was the PO had put a pipe on and rejetted it but the tune had a flat spot in the middle of the rpm range, no matter how much throttle.  So I put a K&N lunchbox on (stock box is a PITA) and did the rejet.   Bike runs much better but still has a small flat spot.  Will the washers help this?

problem 2: fueling issues
Saturday I went out for a ride with a fresh tank of fuel with some carb/fuel injector cleaner in the tank to try and wash out the system.  The bike behaved wonderfully and finally had to switch to reserve at around 165 miles which is appropriate on the 93 tank, netting ~56mpg.  Cool.  Next tank I filled up with 93 octane as usual, but withough the cleaner in the tank.  Now, after ~95 miles, the engine starts sputtering and dies down so i flip it to reserve quickly and it's running normally again.  I quickly stopped at the nearest gas station to fill up, since I figured that if I'm chugging gas this quickly, I'm not going to go much farther.  Fill up only 2 gallons!! Why is this happening???  This is the second time it's done this also.

You dont randomly put jets on a bike that already has had a jet kit in, you cannot add on, this aint no layer cake.
Put pics of your needles and the mains and pilots your'e using. You could be way off in the deep ...

I sold you a jet kit ? knowing you may have a DJ in it ? did I ...

I better start asking more questions when people want to buy jets I guess, I started selling jets to help you guys and save you from putting the wrong types of jets in them, like bleed pilots, or small mains in place of large etc etc ... many stores sell you random sheite some times. To reduce that error ...

the second issue of yours may be fuel starvation.
just use search and you'll find tons of info on that matter.
