quick idle question

Just put the carbs back on. Still running like crap. Runs Rich, does nto idle and just dies unless I keep on the throttle. i adjusted the idle just to keep it running. I took it around the block and it just feels like the engine is struggling, not running smooth. Plugs still black. I installed a new fuel filter, cleaned the main jet, pilot jet (was able to se through both) Bowls are clean and was able to get air blown through all passages. what the heck am i missing? When i check the plugs i usually clean them up with a wire brush. Is that alright or do plugs that have been run rich need to be replaced?
