Shim help - '04 GS

Rejetting a stock bike (2004).  How many shims should there be on the needles total?  I opened it up and found this on the needle, from top to bottom: 1 normal shim - 1 metal c-clip - 1 plastic washer - 1 extra thick shim (bout the thickness of 2 shims).  Rejet kit came with 2 shims, should I add these to the bike and in what order?  Or does it sound like someone has already modified the carb?  (I've not owned this bike long)

PS: doing this rejet on the recommendation of several friends - the bike has a tendency to stall at stop signs and hesistates when pulling away from a stop.

Stock exhaust?
When it is fully warmed up, Have you set the idle to ~1200?
Does the needle have many slots in which to put the c clip, or only one slot?
What are the jet #'s in the carb now?
What rejet kit?  Did it come with new jets, if so what #'s.

When it is fully warmed up, Have you set the idle to ~1200? - It will ilde at 1200 after being warmed up but on the road it will sometimes stall at a stop, and it tends to bog and shake when pulling away from a stop until about 2700rpm
Does the needle have many slots in which to put the c clip, or only one slot? - Just one slot for the C-Clip
What are the jet #'s in the carb now? I'm assuming it's the stock '04 jets.  I'll take a closer look at the bike tomorrow - are the #s on the jets?
What rejet kit?  Did it come with new jets, if so what #'s.  Asked buddha for a stock jet kit  I think 125 main, 17.5 pilot?

I think # 11 is your plastic washer.  In any case looks like only one below the clip.  Take out those extra ones and add what Buddha gave you.

If Buddha gave you the kit, he gave you the right jets, so use those. 

Check the wiki for pilot screw and idle adjustments.

OK yea looks like there shouldn't be any washers beneath the plastic one.  I'll take out that one and put in Buddha's.  Thanks for the diagram.
