First tear down - questions

Alrighty, first time tearing my bike down and have some questions.

1) Does the latch on the needle valve(?) go on top of the medal flap on the float assembly, or below it?
2) The previous owner filled the battery above the max line, should I drain it?

I personally would drain the battery. just be carefull not to spill the acid on your hands or clothes!
I once had uneven levels of acid in battery (some above max and some below minimum) and it caused charging issues.
