Urethane will work great on the wheels. In fact, it's a perfect use for that paint, since it's impact resistant and just about indestructible once it's adhered.

Enamels are nice b/c they can be touched up a little more easily than urethanes, but it's not as tough as urethane either.

Powdercoating is the one I don't understand. It's durable, but once it chips, you can't do anything but watch it flake off. I'm not a fan.
