my paint!!!

well it has rained a few times here in arizona the last few days so i trew this tarp thing over my bike. well yesterday it did not rain and i went outside to take off the cover and go for a ride, when i pulled off the cover the clear coat on the tank was white, i think moisture got underneath the lear coat :x . will it be cheaper to buy a tank or to just repaint it? and about how much would it cost to get it repainted?

Mosture under the clear coat
It sounds like a rattle can job.
I painted my flyscreen twice with different brands of paint and both times it never cured very well. If I leave my $25 bike cover on it during the day times, the paint melts to it. Luckily, the marks it leaves do not show to bad with my crazy paint.
