engine burning oil

my engine has 26K miles on it and is burning oil ,the spark plugs are fouling .The right one needs to be replaced at least every 500-1000 miles.A local mechanic suggested to use a oil burner at the end of spark plug as a stop gap arrangement.Where can i find the oil burner for 4929 sparkplug(tried a hotter sparkplug,the result was the same).If i use these oil burners ,can it trigger premature ignition /combustion.

What will be the cost of piston ring kit and gaskets,approx cost for rebuild.I am on tight budget what are the alternatives

Just in case you hadn't thought of it, plugs fouling can be signs of a rich air/fuel mixture  :dunno_white:

Oil might also get past the valves.
Keep adding to the carb jet matrix!

How do you find out if the problem is due to rich fuel/air mixture and how can i adjust the same

I would first eliminate the mechanical fault possibilities with a compression test.

How much oil is the engine using? Is it smoking? Are the plugs oily, or just dark?

The plugs are identical condition to oil fouled one in the below link...the oil consumed may be around 5mm on the dipstick from the last oil change 2000 miles since and I had overfilled a little above the max line ,would this would have caused excess crank pressure.

Well if thats the case, its not that bad of an operation if you can turn a wrench. Valve seals it is!

2000 miles and it drops 1/2 way in the dip stick.
Yes get back to me when it drops 1/2 way down in 300 miles. Cos I ran a 89 till that point, it ran fine and @ 48 miles I sold it.
A qt in 300 is still useable. Mine never smoked BTW. Plugs used to look wettish and sooty. But get them nice and hot and it was all soot, you have to run the bike for 20 mins atleast each time you start it. Else you would ahve unproportionately high consumption.

mine doesnt, it an 07 f with 8000 miles and has never lost a drop, but its new so it might "break in"

 Bhuddha unfortunately my rides in winter are very short may be 5/10 min,its a small town where I live in,can get one end to the other in 5 min.Today checked up the oil level once again it had lost may be around 3/4 mm  on dipstick in 2000 miles,how much loss of oil does this constitute.I plug in the heated gear sometimes it draws about 100watt power,is this by anyway causing colder sparks and affecting the plugs.The job you did on the carbs in Feb is awesome ,have done 8000 miles since without any problem almost always starts on first click ,do you think its due for meddling the carbs again. Past couple of days ,temp has dropped 10 degrees to around 25 here and engine seems to run better.

If I remember right that's less than half a quart.  That's really good for a GS and no where near enough to oil foul a plug. 
My 90 GS500E has spread itself across the nation.

That consumption rate is not enough to warrant a teardown. You can check compression but I'll bet it's fine.

You live in a small town and it's cold. Methinks that your bike is never fully warming up (short rides) and that it's running rich staying on choke.

Past that, this is more of a carb / fuel mix issue, so we'd need to discuss carb setup and jetting, carb balance, etc.

I rarely use the choke,if i did leave on the choke for sometime...would it make the engine getting hotter faster

OK, you're saying that your bike starts up fine with no choke in 25F weather.

I think it's safe to say you're running a bit rich.
