Frame Rust on 2006

I know it"s cheap, I know rust is a standard feature on these bikes.  It's very light, like a dust. Bike has 1K on it, always garage stored. It's mostly on the frame under the engine but I saw some near the steering head area as well.

Should I just spray some WD-40 on those areas and leave it?

Tips appreciated, I don't want to tear apart and repaint.

my 07 has the same thing. probably needs ground down to good metal then hit with some good primer/paint. or sand it good then use POR-15
