Fork Seal Help: the Allen bolt at the bottom

Hello,

I'm in the process of doming my fork seals, but it seems like the Allen bolt at the bottom won't come out. I definitely released it to whatever it bolts to, but it seems like something inside is just spinning. Does this make sense?

Nope. The only trouble is trying not to scratch up and knock around the insides of the fork tube.

I don't remember how I eventually got it out, but I definitely remember dealing with that forever years ago. Someone recommended an impact wrench just to spin it loose, but I didn't have one at the time.

Am having a little trouble getting the dust cap on nice and tight. Any tricks for knocking it in?

Um, one other question:

I have the seals changed out and the forks are reassembled, except for putting the top caps back on.

I was able to get most of the old oil out, and wiped down all the parts. So now I just want to measure out 382ml of 10-weight fork oil and pour it right down the top, right? I read that you can also measure the oil level from the top of the fork tube - that's with the fork fully compressed, and with the spring and spacer removed? Is there a "best practice" or whatever for what I'm doing here?
