fuel filter

Hello, last carb cleaning I put in an inline fuel filter, it was clear so you can see the fuel in it.  When i put her all back together it filled up and I went for a 5 mile test ride and everything was good.  i get back and I see the filter is almost empty still in prime postion??  Do they always stay full or fluctuate with the fuel in the bowls??
