There isn't a air bubble on the vacuum side. You're getting a constant inflow - from a tiny pinhole leak. That may or may not be happening in the bike. Just saying that's what I meant.

Thanks Bro.  So if that were the problem one would check connections on fuel lines, vacuum lines and the petcock. Possibly/probably replace vacuum lines. 

This bike is a 92 with only 5k.  It hasn't seen much action-- and in turn hasn't had much maintenance.  The fuel lines were rotted. I should go through every line on the bike again.

Getting up and running with a new bike would be a cool wiki section. I guess it would just be a 100 point check list or something. I'm sure most of the content already exists on the this forum. Start with safety items then work through troubleshooting and maintenance in priority order.
