Do 04 carbs have O ring under the e clip ?

The parts diagram on ronayers shows a "ring" under the e clip on the needle. Now above the e clip there is a washer. Which is correct.
Under the e clip I have pulled out many washers, and thought it was someone who put them in. Apparently there is a "ring".

I am thinking the washer on top could just be moved under the e clip to lift the needle when jetting instead of putting a new washer (which I have found impossible to find).

Now, my bike is an 03 but i believe they are the same
The previous owner told me they didnt touch the carbs, so i dont know if this is stock
from the top down it has   

washer
e clip
plastic spacer
thicker washer

after checking bikebandit diagram, I believe the bottom washer is not stock?

the 04 have the plastic spacer while the 02 do not, unfortuately 03 do not exist on bikebandit

My carb is an 01, and had no o ring. 

As for a new washer, this is a ring terminal connector. 



Now I'm not saying these are easy to cut into a perfect washer.  No, wait, that is exactly what I am saying.
Keep adding to the carb jet matrix!

Beergarage - I see exactly what you put up in the dozen or so new carbs I have opened. The washer you have under the plastic spacer is fatter, and as such I see it on top. The washer on top is thinner and it would be under the plastic, Its been swapped in your pic, just what I am intending to tell people on richening the needle a bit.

Ring terminal connection to be turned into a washer. Man its so much easier than me hammering the .112 ID buggers I got to .118 with a modified center punch and a block with hole in it ... wait a sec ... its not ... OK fine its close enough, some goobered up something.

So when I rejet I could just use the washer as they are now, and just up size my jets, One of the previous owners must have put the washer in, but the jets are still  17.5/60/127.5,

the needles in my 07 are exactly the same as moosehead28 pic when stock. yes you can move the top washer under the spacer (no o-ring) to richen it up, i did it until I found correct size washers to add in there. But with an added washer it becomes stupidly hard to put the little retainer thing with the spring on it back in. If you just move the existing washer the retainer is no harder to install than stock.

Oh well ... For extra washer you could put the top washer also in the bottom under the plastic. I thought the fat one was on top ... my bad.

Now this will just do a wee bit of richening on the needle only. You still need 20 pilots and whatever appropriate mains and air screws @ 3 or whatever is good.
I used to supply washers with the kit. I guess I better go back to figuring out how to do that, that thin washer aint gonna cut it if it is really lean.
