In line Fuel Filter issues

I have had some issues with running rough and rebuilt the carbs, adjusted the valves and put in a in line fuel fitler.  i think the root of the cause has been the petcock all the time.  It's a 92 gs 500 e and i have been leaving it on PRI for the last 530 miles and have had no issues since.  Prior to this I ran on ON and would have issues after a few hundred miles,then clean carb and run a few hundred miles then have to investigate why running rough again.  anyway this past weekend I looked at the in line filter after riding a bit and it was empty but everyting is on PRI and running fine.  then gas started to flow in again and when I got home it was empty again then fills up again.  with bike on PRI why wouldn't the filter just stay full of gas all the time??  i got it at tractor supply and i'm not sure if i just never noticed but i have not had any fuel starvation problems over the last 530 miles.  With it on PRI gas should flow freely, should i look into a CRF petcock or try to modify this one so its always on, not sure why the filter is not always full?  also tank is topped off before i leave my garage each time.  thanks

i recommend '04+ petcock over the crf. if you buy it from ebay try to get the hoses too
