Fuel Filter Question

I put on an inline fuel fitler last season and was always a bit concerned why it never fills up.  Sometimes it does but most of the time it looks empty, see link

This is how it looks while the bike has been running/idleing for like 5-10 minutes.  I have it set in the PRI position and this is how much flows into it.  The bike does not stutter for fuel.  I have blown out all the lines and just cleaned the carbs but the fitler never fills up, is this normal or am I missing something.

Normal. I've never seen one of those fill up. Though I run the stone-of-gold type, not those. I've had issues with fuel availability on that type.
